Providing a service & making a loss does not constitute a business, charities provide a service but make no money they are not a business.

If it is really a business & you intend to make future profits then losses should definitely only offset against future profits & therefore NG should be abolished.

Income streams from businesses, rental income, employment & interest should all be assessed separately & not be offset against each other.
