    No. They can only PE from the seller. The seller currently does not own it.
    Imo for FAR to PE it has to come from COP.
    Worth remembering if FAR win the PE right period has not even begun.
    5% chance is 20 to 1 odds.
    Offer me them if Yr so confident of failure...... I'll still poke in my 100.
