Technically speaking charts contain all the information available to all participants in that particular stock so price is an amalgam of all shareholders views on the stock - even those with access to information the general public doesn't. For example if a large player gets the nod of good things in the pipeline but not announced and they start buying, the price goes up and can be seen in the charts. Charts also follow cycles but again these are driven by the psychological swings of the market players. Charts cannot see the future but a competent chartist can take hints from price movements what might happen. At best a chartist can be right 75% of the time (although Gann was 95% accurate in his trades I seem to remember).
So to answer your question, the current chart reflects current investors expectations as to growth and the patterns and past movements tell me where price might go. T/A isn't for everyone. I did 18 months full time study of an approved course (as in it used to be approved by the government for Fee Help) and perhaps 5 years practical experience. I used to have perhaps 200 trades a year in up to about 20 stocks at a time but found that was too many and last year it was 75 trades for about a 66% success rate and 38%pa profit. I'm working on improving my timing which should improve my success rate. My profit target is 30% but the first half of last year pushed my result along. I don't trade specs or shares under $0.10 (usually) or those with patchy volume. I also don't use any technical indicators (ie all old-school waves, channels and resistance levels).
