Well, you'll actually find that the amount raised is all that was required to fund what they wanted. They were planning on having $2.1m in excess cash based on 31 Dec debtors, the proposed investment required was only $5.8m (2.5+2+1+0.3).
They raised $4m, add on the $2m of excess cash and they have enough to still do everything but pay Lev his $1.1m loan back. No worries, he can wait a month or so to get that back.
