Considering E C and M was only 5.1% of EBITA in 2019 and 12.5% in 2018, and the SP fell over 18%, I was curious as to whether their projects are guaranteed by Downer EDI head stock or not. If not - you could liquidate the division and it would have less impact than 18%.
I suspect some holders remembered RCR and LLC, and also didn't like the unknown unknown character of the news (as there was little detail) and started imagining things.
