The ICC insulate themselves from any possible legal actions resulting from their deliberations. To facilitate that all parties need to sign off to that effect before the final announcement is handed down. Surely if FAR were not going to receive a favourable judgement why is the process taking so long to finalise.
The longer this takes the more I’m inclined to believe FAR are on a sound footing, but that’s just guessing on my part.
