There's a big difference.

I would have thought that if you're trying to fight corruption, you'd be looking for usage over a longer history.

If you're looking to make a workplace safer, you'd be looking for impairment.

SBN is looking to improve it's urine test as well though, right? If that's the case, then perhaps we're in a good position to offer both solutions.
