Fact is we are not all equal. Some of us work harder, think more, gamble more produce more, risk more etc have greater vision think more than for the moment
than others and there's nothing you or any legislator can do.
There's an old sociological urban myth that goes if you took all the $ in the world and distributed it evenly........... within a given time, the strata of have's and have not's would emerge along amazingly parallel lines.
