"Once again the cash outflow has been near 50% above the estimated as per last Q estimate guided."

I don't know where you get your data from, but the following is an extract from the September quarterly report:

"Based on current contracts, the Company expects US$22.0 million of cash receipts from customers during
Q4 2019 and cash payments of US$28.0 million, resulting in an expected net operating cash outflow for Q4
    2019 of US$6.0 million"

Calculating the cash payments from Dec qtr 4C, Net Cash Used = $9.313m add Receipts From Customers $17.760m and you get cash payments of $27.073m.

Far from being 50% above estimated it is 3% less.

I grant that the receipts were 20% less than estimated, I'd like to see an explanation from the company on that. Maybe that's a question that could be asked on Monday.
