I have looked into this and pensioners are slightly better off now under Rudd than they were under Howard.
The new $500 utilities allowance commenced early this year and pensions are now index increased every three months when before it was every six months. Also these payments and adjustments apply to "all" pensioners.
Might be small stuff but better than was the case for 11 years.
