Charge I would think at an agreed price to use the facilities.

At least that way you pay as go,rather than lay out a lot of money to build it your self.
Say rail will cost $1 billion to build.
That is $1 billion you have to find before you start mining.
This way, say shipment of ore is worth $1 million after landing and it cost you $100,000 to use the port facilities
and rail cost.
You get your money for the ore in one month and pay for port use and rail in one month.You have $900,000 in the bank.
