I think the MOU would have been held up because of the change in direction for building the infrastructure.
It looks like SDL will not have to spend as much on infrastructure as first thought.
Most of the tenderers are offering to put the cash up them selves to build the infrastructure.
Until the Cameroon Government and winners of the tenders sort out who is doing what and who is paying what,I think it would be impossible for the Government and SDL to sign off on an agreement.

This has gone from SDL funding all work - Rail - Port - Power supply Etc: To every man and his dog scrambling to build and fund the lot.
