For one thing no one knows as yet why Regal is being investigated and whether it will lead to anything. I know you certainly don't know the reason but you still choose to draw inferences.
Without evidence you have no right to accuse people of wrongdoing and tarnish their reputation. I know you don't have any evidence because if you did you would have done something by now rather than use HC to tough talk.
I know people in the industry read these pages so I urge anyone that knows this analyst to let him know what is being written about him and that he is being accused of, things that are at best unethical and at worst against the law. In fact I will try to reach out to him via LinkedIn and let him know. What he does or doesn't do is his choice.
If I was him I would ask a lawyer to send you a nice letter and ask to put your money where your mouth is and back up your allegation or face the consequences. But that's just me.
