That's an assumption, not based on facts.
Firstly, you are assuming people will die, despite getting medical care (even in Western countries),
Secondly, you obviously didn't read the other part where the official explained why there was a higher death rate within Wuhan.
Here it is again: Asked why Wuhan was so much higher than the national level, the NHS official replied it was for lack of resources, citing as an example that there were only 110 critical care beds in the three designated hospitals where most of the cases were sent.
That's right - lack of adequate medical care!!!
