Ok, 15% could be considered free at a minimum as when the ZCS expire that's the discount to VWAP alto buy them at, I expect the SP will be suppressed prior to expiry. if the SP is over $0.35, well nobody will be complaining.
When you say paying down legacy debt, I take it you refer to shares for "settlement of creditor balances" or "outstanding liabilities". I'm not totally convinced this will translate to reduction of legacy debt, maybe though. they also pay staff bonuses, consultancy fees, and make acquisitions with scrip.
