You are incorrect! Howard made it very clear that he would introduce GST before his second term election. In that campaign he said GST would be applied to everything and all state taxes would be removed.
The democrats who had the balance of power in the senate after that election refused to allow GST on Food the result was many state taxes stayed.
Some states have reduced state taxes as GST revenue has increased but that now appears to be in reverse in some states at least.
