Naked short selling is not the problem in my view.
Covered short selling is the problem
Naked short selling is controlled. The range of companies is limited and the quantity of stock available is limited. There isn't enough legitimitely available to do much damage.
The process is transperant and anyone can see what stocks/ volumes are naked short sold.
The damage is done by covered short selling. The players get as much as they can without limits, and for any company. Nobody in the market knows ... there is no transperancy. Much more dangerous than the limted and controlled naked short selling.
