Think it very much depends on the use case. But a 22kW DC charger would be unequalled as a destination charger for most vehicles and wouldn't need changes to most businesses power systems.
The majority of EV users could probably get away with no wiring changes (eg. The Model 3 can add 15km/hr on a normal 10A 220-240V outlet). For say a 7-7 park that's 180km a night - plenty for the majority.
Yet most EV owners seem to be deploying higher power chargers (helps that Tesla includes their home charger with the car in Australia at present (unlike other markets) - you still need to pay for install).
But there will be some who need more charge given their driving patterns and others who will just want the quickest thing going.
