I contacted the company about this too as I was concerned over the apparent mismatch between assessments and beds. I was told not to try and compare the two. Apparently there is a lag between a licensed bed being recorded and assessments first being made. I was also told that with 80k assessments recorded it's already the largest pain database in the world.

Cumulative assessments indicate utility of the app while bed licences give revenue generation.

However, I'm with you. If assessments aren't being made then that affects value for money from the app. And that affects the likelihood of the licence being renewed. The current rapid take up of licences is going to skew ratios though.
