MOU with Chiyoda is no doubt incomplete and still confidential so meets the first 2 requirements for non disclosure. They are OR statements which means only 1 would need to be met to allow non disclosure.
Given I replied to your post about HZR having to disclose the MOU as an announcement I figured it would be pretty easy for the reader to understand my point. Maybe I overestimated the ability of ppl to comprehend something fairly straight forward. You stated its an embarrassment for the BOD to not disclose and even alluded to a law suit against them even though according ASX listing rules there is no need for them to disclose.
