Who says shorters are not active.? Only new shorts wre banned wren't they.? So odds are that plenty shorts still in place who are hoping for further falls in market. A portion of them probably still followwing tried and proven methods of suppressing prices.
We will only see what difference short selling ban has after quite some time and all existing shorts unwound/closed.
