    Because CVI want/need the cash, and the argument from the company would be along the lines of them being unable to buy 20M shares below 10 cents.

    However, if I was receiving a placement at 10 cents and saw the value, I would be certainly keen to pick up as many others below that price.

    Even if you only got another 10M before hitting 10 cents that's still pretty good going.

    All very curious...
