Much like "thinning trees" and "allowing grazing in national parks" the fed Gov is merely throwing absurd and ill-considered thought bubbles at the media to placate and present as doing something while actually doing nothing.
The Gov are uninformed as they reject expert advice in the belief that they already have all the answers.
