Unfortunately I'm starting to lean toward that line of thinking. That these "raisings" and "placements" are not actually generating any money for CVI. More like they transfer money for a week in order to officially sign off a 3B for the ASX, then transfer the money back as "business expenses".
If this is the case (which seems likely at this point), MS can simply pull the pin at any point and say the Angolan negotiations have come to a halt as our relationships have deteriorated (similar to Cameroon). This would thwart any investigations, as it would appear to have been unfortunate business dealings that fell through at the final hurdle.
With all the unhappy holders, I've no doubt there would be some sort of a witch hunt - he'd probably have to leave the country.
I digress....
