    Because if you do that you leave yourself exposed to attack by other traders. You left yourself in position where you have huge position and under attack by other traders. Dumping your position will just help smash the SP down and lock in massive loss on your trading portfolio.
    It takes time to enter/exit positions when you're working with millions
    You swim in the shark pond where there are always other and often larger sharks looking to feed on you too.

    If you fail with other strategy: re-opening shorts will counter act your losses as shorts start making profits.
    re-buying longs will do the same if you were dumping long positions to profit on shorts.
    You also want to have both long and short positions:
    so you can lock in your profits after successful trade.
    You can act quickly on announcement/ development or give yourself time to evaluate.
    Remember: only conviction shorts or longs care where SP will go. Your average trader @ hedge fund trading desk doesn't care if GXY goes up or down as they aee set to profit from both directions. They don't go for huge wins but many small ones.
    Etc, etc. It's to complex to write it on HC in detailed manner. Traders are tought these tactics over the years. That's why it takes years to learn position sizings, risk/reward success, failure mitigating tactics, etc, etc.

    The best way to think of shorts if you wanna try and understand what they are mostly used for is: insurance policy.
    Just like a insurance policy you have for your car: when you see hail on horizon you park your car and pull out insurance policy
