48 hours is meaningless. from what watso has consumed, via the media, is that a "no tolerance" policy seems to work. having the car impounded for 6 months would be a real inconvenience, and a sort of "no tolerance" thing.
watso rides a pushbike, and at his age, is unlikely to engage in "hoon" behaviour, even on a pushbike - but hey, if he did, and his bike was impounded, he has several more, that he can ride
