my head says (so may be wrong) that ISX made a big deal to say that ASX was not a regulator (or to that effect). So when ISX now uses the word "regulator" I do NOT read that as including ASX.

My head also says that ISX said they already had whatever approvals/licences they needed to do the NSX thing ? So unsure where it all fits with that without an ADI.

And make the point that ASX has FINISHED whatever looking it was doing.
