Considering the delays beyond FLCs control last year with SQ and IC and god knows what else that didn't eventuate. Add the world uncertaintities with corona virus and the future implications at the moment, not surprised that Henry is treading the conservative path.
He tried the other path over the last two years and missed the target (just), so hey let's see how we go with a more conservative approach, might even surprise rather than disappoint a few people and even get a few pats on the back.
