I can think of a few options:

1. push the price down and kill liquidity to assist in negotiations between US investors and the Indians to take the latter out on favourable terms.

2. push the price down to kill the sophisticated investor share placement (if its not already dead - funny not a mention of this recently). Such a tactic might appeal to an investment bank the company might for example not want to be burnt by again and has therefore excluded from discussions in more recent times.

3. push the price down to lower the placement price (again, if not already deed).
