we discussed this already. a supplement is always needed. the company has to demonstrate it has addressed the comments raised. doesn't mean that extra work needs to be done or there is something wrong necessarily. i have been involved in environmental planning approvals and the response by TNG goes back to the EPA and provided they are happy with the response they approve, it doesn't go back out again for public comment. you can't have public comments ignored and EPA approve the EIS. EPA has to demonstrate due diligence and follow the process and request TNG to make a supplement. most of the time it is a case of reaffirming/rewording some of the statements made in the EIS, providing some extra drawings etc.
no need to panic, wait and see what the feedback is from the EPA first. this is all a standard part of the process.
