If you were up for election in november and you had an election coming up


you electorate wants you to vote no or they will vote for the other party


so you vote no... people are happy with you, it makes international headlines that you voted no to the bailout making some of your constituants happy


now round 2 comes around but it is an "altered package with a better outcome for our citizens" so its ok this time around if you vote yes

something like that.. bit of muscle flexing but they will cave in at the end
