I think you are misrepresenting what's happening in BiH. I believe the dispute is over a constitutional ruling regarding specifically public agricultural land ownership and whether it falls under the BiH state or the RS entity. Something more akin to if we had a dispute in Australia regarding whether a piece of crown land should be managed by state or by federal government (maybe a bad/unrealistic analogy but I think it's close enough). I don't think it's a case of communists "declaring all agricultural land belongs to the state" in any case.
