    Not paying your contractors, who obviously have families to take care of, is not being more careful with your money.

    It spells cashflow issues or bad account management.

    Considering that these guys have been contractors with CEC for a long time, I am guessing that it is a cashflow problem. Just how bad it is remains to be seen.
