This is an "old school" relatively narrow definition of the word "arbitrage". Arbitrage refers to a gain or profit being risk-free or at least one that is perceived to be "risk-free"....like buying CNP or CER based purely on the share price as compared to it's break-up value per share which is a lot higher that 9.4 cents and 12 cents respectively.
