The announcement clearly states that the TH relates to the regulatory approval process. In my view there are only two scenarios:
1. All FDA approval processes have been put on hold while they deal with other more pressing issues surrounding the Coronavirus.
2. ResApp are one of the 36 companies who have sought assistance from the FDA with the development they plan to bring through the Emergency Use Authorisation process.
