its not panic selling, it's a coordinated effort by funds conserving capital as they are unable to raise capital by other means. in other words corporates can't raise money by issuing bonds - so they need to sell to keep thier business liquid. if there is going to be a rate cut its going to severely damage credit spreads futher....
