What a good job we now live in a world where bad people don't get together and decide to do bad things any more!
If that was the case then the Coronavirus would be used as an excuse for forced incarceration, medical treatment, fines, bans on travel, limits of all freedom and social events, profiteering from panic buying and selling. The population would be full of fear over an impending pandemic, eyeing one another up in suspicion of being infected but distracted from all the other stuff happening in the world.
Thank goodness, though, this is not the case and the authorities (despite a bit of incompetence here and there) have our best interests at heart.
