Below is an article about Temasek Foundation handing out free sanitiser published on 13 Mar 20 - below is an excerpt with mention that the active ingredient is benzalkonium chloride and is alcohol free. This would be the same product in their upcoming handout. Don’t believe ZNO is BKC, but I’m certainly not a chemical expert.


It does not contain alcohol but an active
ingredient known as benzalkonium chloride (BKC) at a concentration level of 0.054 per cent. Temasek Foundation said that according to the National Environment Agency, BKC concentrations of 0.05 per cent and higher can be effective in killing coronaviruses.
