I don't think this treatment is considered "elective" in the sense that its done to preserve eye sight. Basically any eye disease where there is continuing visual loss or risk of blindness is going to be treated, like glaucoma, retinal detachment, macular holes, diabetic retinopathy, wet AMD. Things like cataract surgery can be put on hold.
