Definitely speculating on a round of funding from Federal Government as part of their economic stimulus, but would suggest it is a tactic that won't come into play until they resolve the short term pressures on the SME's end of town. The stimulus may allow large capital projects to be brought forward.
The problem for VRS however is that they don't charge enough and although the may secure further projects which will push up revenue, they won't actually make any profit out the back end. So unless they restructure their pricing methodology and enforce it in all of their operations, they won't improve any time soon.
This is all speculative opinion though. Take from it what you will.
