I agree that the Govt are "doing their best" but would add the best that they're capable of doing... and that is not so good as it could/should be.

Morrison seems to be more moved to action by the actions of other nations and drags his feet in apparent reluctance to do anything.

Is he too dull to realise what is necessary and so indecisive or is he ideologically opposed to actions? I don't know and its probably some other reason(s)... conflicting advises can certainly slow the thinking of the over-cautious.
