That's a politician plying his trade.

Now events have overtaken him because of the exponential rate of infection.
Consequentially the response has now become exponential rather than linear.
He's following advice.

Also the lack of immediate action is a natural response.

I can remember when I was a safety officer at an establishment.
I had to reinforce to staff that in the case of fire, call the fire brigade.
Don't not call them due to the fear of embarrassment of raising a false alarm.
