I don't really see Tianqi in particular as flooding the Li Chem market. I would be more inclined point the finger at others in that respect and no doubt it has also eventuated that the level of SC6 capacity brought online in Western Australia was excessive and premature.
Their problems really stem from the billions they spent on acquiring a stake in SQM.
Your points about construction at Kwinana are valid. IIRC Capex will end up about 2.5 to 3x what would be expected if a similar project was constructed in China and there is a lot more environmental red tape to deal with in Aus.
In hindsight it would have been better for them to build the facility elsewhere, however that would have been a shame for the future of the Australian lithium industry.
