    Anybody could.

    Put the country in the freezer
    Military on the streets. Enforced home confinement . Only vital services allowed.
    Do this for 4 weeks. Virus gone
    Then rebuild from there.

    What we have now is nothing. Just slightly delaying what is now inevitable - widespread death and damage until the country is locked down anyway.
