i think what you're seeing here is a bureaucrat in Morrison's ear after the fact that perhaps the hairdressers would make the Centrelink line a little too long.
its half baked from a disease transition pov also. No point offering testing to people like me(health-patient facing) if you don't put hairdressers in the same bracket,- they are closer for longer to people than I am.
