You sound very professional there so whilst I normally don’t like to wade into every debate I think I may have a crack at this one.....
About 80% of COVID cases present only mild symptoms. Whilst this 80% may still have cough and mild symptoms they must not rush to hospital for several reasons:
1) if they all do, they will clog up the hospital, so much so that the hospital capacity won’t have capacity to deal with the more severe 30% who really need help.
2) when they present to hospital there will be no treatment that can help them anyway. Antibiotics are not useful in treating viruses.
3) the only thing that these 80% of people will achieve is spreading COVID to doctors and other vulnerable patients. Note this is exactly the reasons why hospitals often become epicentres of spread during outbreaks like this.
4) thus, you will see that the best way to manage these mild cases is to ask them to self quarantine at home
5) You are right to point out that some milder cases may progress to more severe stages of disease, like pneumonia, and complicated by a chronic disease, like asthma. That is exactly the reason whilst we can’t just leave them at home self quarantined without some kind of monitoring. This is where telehealth and/or just a few cough everyday to ResAppDx would be so useful
Now, if you still totally fail to understand I’m not sure how else I can help you.
