In short if govts buy equity in their banks (not the bad debts), then for every $10 injected into the bank, the multiplier effect is creating 10x credit = $100.
So if govts take stakes in their local banks - say
UK ($50b), EU(100b) and US ($700b), then there could be dramatic change in sentiment.
In USA alone the credit created is $7000,000,000,000 (7T).
Then the economic engine will start moving again.

Then the irrational emotional panic of investors would ease, and 'coffee-shop doom & gloom talks' from TV and radios 'experts' would change their tunes, soon.
It may take a few months for dust to settle down.

3.Japanes banks Mitsubishi picked up quality bits and pieces of a US rival bank for a song too.
