Perhaps, its largest problem is Queensland (they have their HQ there for reasons that only a Government could explain). The Palaszscuk Government makes IAG more competitive against SUN.
SUN is also quite dramatically understaffed as a result of being Queensland HQ'd and the poor leadership that results. The customer experience reforms and Pip Marlow stuff fell apart because of that.
Somehow this will be a turnaround story at some point but it might not have hit the bottom not yet. The turnaround is the reason my sentiment remains a buy.
