The advice was, "....We now recommend you reconsider your need for overseas travel at this time, including to Indonesia and Bali....".
My sister and mother reconsidered, my sister went, my mother didn't.
There was no travel ban.
Nor was there any indication my sister would not be able to self isolate for 14 days at home (as she had planned).
The government changed the rules after my sister left, so it is on the government to wear the costs for their own decisions.
