If you shut down a blast furnace and all downstream production lines it will NOT be a quick start up and will be fraught with production delays, it will NOT be smooth. Best option would be a reduction in capacity, reduction in operational shifts and just keep the place ticking over and warehouse. We won't be getting steel from China anytime soon as an import and we still need domestic steel for construction and fabrication.
